Dear Sir Claud,
I told you the other day that Sir H.Delevingne
is pressing us to renew the instructions given to the
Governor in 1924 that no travelling facilities whatever
should be given to Nemazi (who has now returned to Hong
Kong) to proceed to any place (e.g. Kacas or Shanghai)
where he might carry on his illicit trade in opium.
I am not at all certain what facilities are
required by a British subject to enable him to proceed
from Hong Kong to these places. Perhaps it is that a
passport is demanded on arrival there? I should be very
much obliged if you could enlighten me on this point.
